H2 PCI LLC is a jointly owned subsidiary of the Poarch Creek Band of Indians (PCBI) and Hui Huliau (a Native Hawaiian Organization) and is the newest addition to the PCI Federal Services family of companies.
H2 PCI is a "Super 8(a)"/Small Disadvantaged Business providing US Federal Government agencies and the Department of Defense (DoD) customers with superior construction and program management capabilities. The H2 PCI team brings well over 30 years of Federal government agency services experience across multiple key business areas. We are excited to launch this native cooperation and welcome strategic partnerships, joint venture opportunities, subcontracting, sole source, and competitive initiatives.

Leadership
Norm Abdallah is the CEO of H2 PCI. Mr. Abdallah has a proven track record in contingency operations and communications. He has over 20 years of experience in Joint, Special Operations, and Air Force Combat Communications as well as Air Traffic Control support. He served as a Cyber Operations Officer in the US Air Force Reserves. In addition to his military experience, he spent several years with IBM Global Services and AT&T Labs designing global enterprise networks and project managing implementation of those networks for Fortune 500 companies around the world. He also served as the Manager of Global Service Management, ensuring the quality of a complex remote access network servicing multi-national corporations with operations in over 200 cities in more than 60 countries. Mr. Abdallah earned a Bachelor of Science degree from the University of Florida and holds a Master’s certificate in Project Management from George Washington University.

The name of the holding company “Ecke” is a Muskogee word for “mother” and reflects the role of the holding company.
